1.3 STANDARD OBSERVATIO <br />Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br />A, these observations include identification of evidence of liquids entering or leaving the <br />landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br />identification of strong landfill gas odors. No unusual conditions were identified during <br />the third quarter 2011 monitoring period, (see signed "Certification Statement" located in <br />Appendix A). <br />In addition to Forward's inspections, the San Joaquin County Environmental Health <br />Department (CEHD) performed monthly inspections at the facility on July 25, August 19, <br />and September 23, 2011. During the monitoring period, no Notices of Violation (NOVs) <br />were issued by the CEHD. Completed inspection forms are presented in Appendix A. <br />U <br />According to the Forward Landfill Operations Manager, Forward Landfill received a total <br />of 220,721 tons of solid waste during the third quarter 2011 (Appendix A). Figure 1-2 <br />shows the approximate location of waste placement during the monitoring period. The <br />following types of waste were received: <br />Non -hazardous solid waste — 214,298 tons <br />Asbestos — 4,436 tons <br />Sewage and wastewater sludge — 1,987 tons <br />nklmmp1 1; ' #, . <br />During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5 <br />percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(x)(1), <br />methane monitors are installed in all buildings at the site to protect public health and <br />safety and the environment. During the third quarter 2011, no methane was detected in <br />any of the facilities buildings. <br />2.1 WATER QUALITY MONITORING <br />2.1.1 Sampling and Laboratory Analyses <br />During the third quarter 2011, Del -Tech Geotechnical Support, Inc. (Del -Tech) <br />performed all of the water quality sampling at the Forward Landfill. Depth -to -water <br />measurements were recorded in the groundwater monitoring wells and surface water <br />stations FSW-1 and FSW-2 were sampled on August 16, 2011, and groundwater <br />monitoring wells were sampled on August 16 and 17, 2011. The lysimeters were <br />checked for soil -pore liquid on August 20, 2011, and Del -Tech reported that all <br />lysimeters were dry.
