<br />The Forward Landfill has been operated primarily as a Class II and Class III landfill since
<br />it opened in 1973. From the late 1970s to 1984, industrial wastes, consisting primarily of
<br />strontium and barium sludge, were accepted at the landfill and placed in Waste
<br />Management Unit A (WMU A). In 1984, the DTSC determined that WMU A should be
<br />closed as a hazardous waste management unit. The final cap was completed in 1989
<br />(Kleinfelder 1999).
<br />A hazardous waste facility post -closure permit ("the initial post -closure permit") was
<br />issued for the Site on January 2, 1990. On February 25, 1994, Forward Landfill
<br />requested that the DISC modify the initial post -closure permit to reduce the number of
<br />sampling events from eight per year (two quarterly) to four per year. DTSC approved
<br />this request ("Modification No. I") in a letter dated March 2, 1994 (Kleinfelder 1999).
<br />On November 4, 1994, a revised post -closure maintenance plan (RPCMP) was submitted
<br />to the DTSC. The DTSC approved the RPCMP and issued Permit Modification No. 2.
<br />This modification super ceded all of the requirements of the initial post -closure permit
<br />and Modification No. 1. The DTSC issued a revised Postclosure Permit on June 30,
<br />2003. Forward Landfill implemented the Corrective Action Program for the site, which
<br />was based on a two-year proof period that began on June 7, 1995.
<br />WDR Order No. R5-2003-0049 was formally adopted by the RWQCB on March 14,
<br />2003, which combined the former Austin and Forward Landfills into one landfill, now
<br />known as the Forward Landfill.
<br />In response to continued detection of VOCs in groundwater downgradient of the Austin
<br />Road Unit, the RWQCB issued a Cleanup and Abatement Order (CAO) on December 8,
<br />2008. Under the CAO, Forward installed 16 additional groundwater monitoring wells
<br />(AMW-13B, AMW-1813, AMW-21, AMW-215, AMW-22, AMW-225, AMW-23,
<br />AMW-235, AMW-24, AMW-25, AMW-26, AMW-28, AMW-29, AMW-295,
<br />AMW-30, and AMW-30S) to help define the vertical and lateral extent of VOCs in
<br />groundwater downgradient of the Austin Road Unit.
