Regulations <br /> x PRC 44014(b)-Operator Complies with Terms&Conditio <br /> Comments: 1. Self Monitoring 16 j of the Solid Waste FaIlity Permit(SWFP)requires the owner/operator to <br /> submit wet weather preparedness report/winter operati s plan to LEA annually. The operater had not submitted <br /> the wet weather preparedness report or winter operati ns plan. The operator appears to be unprepared for the <br /> wet weather operation. The active face area is wet, uddy and slippery. Some trucks stuck near the active <br /> face. Some trucks are unable to reach the active f ce due to muddy and soft ground conditons and have to <br /> dump the waste approximately 500 feet from the ctive face;the dozer and compacter then push the waste to <br /> the active face. Ensure that all a ess roads compy with 27CCR20540,which states" Roads within the permitted boundary <br /> shall be designed minimize the generation of dust and the tracking of material onto adjacent public roads. <br /> Such roads shall a kept in safe condition and maintained such that vehicle access and unloading can be <br /> conducted durin inclement weather. <br /> 2.
