Construction Air Permit <br /> 1 .0 INTRODUCTION <br /> 1 . 1 OVERVIEW <br /> This document,prepared by SCS Engineers (SCS) on behalf of Ameresco Forward LLC <br /> (Ameresco), is an application for an authority to construct(ATC) application and provides <br /> supplemental information for the installation of two (2) new internal combustion(IC) engine <br /> units and waste gas ABUTEC flare at the Forward Landfill (Forward), located in Manteca, <br /> California. <br /> Ameresco is proposing to install two identical IC engines,which will be fired by landfill gas <br /> (LFG). Through this energy recovery, Ameresco will be able to generate electric power and <br /> thermal energy for use and/or sale. Each engine will be sized to handle a maximum of 942 <br /> standard cubic feet per minute (scfiin) of LFG at 319 British Thermal Units per scf(Lower <br /> Heating Value) (BTU/scf-LHV) and will generate approximately 2.175 Megawatts (MW) of <br /> electric power at full load. Ameresco is also proposing to install a new, small, high temperature, <br /> enclosed ABUTEC flare associated with pretreatment of LFG for the LFG to Energy (LFGTE) <br /> engine. The flare will burn the waste gas from the regeneration of the pretreatment system(see <br /> Section 3.3 for further description), which will be used to purify the gas for the engine. <br /> 1 .2 PROJECT MAP LOCATION <br /> Forward is located in Manteca and is owned by Forward Inc., a subsidiary of Republic Services <br /> Inc. (Republic) (Figure 1). <br /> 1 .3 BACKGROUND INFORMATION <br /> Forward, located in San Joaquin County, is a landfill site of about 157 acres in size. The facility <br /> is a Class I, II, and III municipal solid waste (MSW) landfill as defined by the California Code of <br /> Regulations (CCR) Title 27. The landfill accepts various residential, commercial, and light <br /> industrial refuse. The site also receives regulated Class I hazardous waste or liquid wastes, and <br /> has a disposal area for asbestos-containing waste, which is regulated by the California <br /> Department of Toxic Substances Control. <br /> The site began accepting waste in 1954 as the Austin Road Landfill and merged with Forward <br /> Landfill (established in 1978) in 2004. The solid waste landfill disposal area of the site is <br /> comprised of 567 acres, of which 355 acres are permitted for solid waste disposal for current and <br /> future waste disposal. <br /> Major features of the existing facility include a system of a header piping network, vertical <br /> extraction wells, horizontal collectors, connection of the existing Leachate Collection and <br /> Recovery System, and a blower/flare station. <br /> 2 <br />
