4-1 <br /> 4.0 POST-CLOSURE MAINTENANCE PLAN <br /> 4.1 Introduction <br /> Post-closure maintenance of the FL Stage 113 Partial Final Closure area will be performed in <br /> accordance with applicable regulatory standards included in 27 CCR, Chapters 3 and 4, and <br /> 40 CFR Section 258.61. Maintenance activities for the Stage 113 Partial Final Closure Area <br /> of the FL will consist of: <br /> ♦ Final Cover Maintenance <br /> ♦ Drainage System Maintenance <br /> ♦ Vegetative Cover Maintenance <br /> ♦ Bench Maintenance <br /> ♦ Landfill Settlement Monitoring and Monument Maintenance <br /> The 30-year post-closure maintenance period for this area will not commence until the final <br /> closure project for the entire site is completed. Therefore, the time period between final <br /> closure of Stage 1B and the entire site does not count toward the 30-year (minimum) <br /> post-closure monitoring and maintenance period for Stage 1B in accordance with 27 CCR, <br /> Section 21180(a). For additional details regarding post-closure maintenance procedures, <br /> also refer to the FL Preliminary Closure and Post-Closure Maintenance Plan (PCPCMP) (SWT, <br /> dated 2008). <br /> ® The maintenance procedures for each of these activities are described in the following <br /> sections. Please note that landfill gas monitoring and control system maintenance, <br /> groundwater monitoring, and site security for those facilities in the Stage 1B partial closure <br /> area will be performed/maintained as part of ongoing landfill operations. <br /> 4.2 Final Cover Maintenance <br /> The integrity and effectiveness of the final cover will be maintained by making repairs, if <br /> necessary, to correct the effects of settlement, subsidence, erosion, or damage to the <br /> vegetation. Areas that show evidence of damage will be investigated to ascertain the cause <br /> of the damage before repairs are undertaken. If the damaged areas have caused ponding <br /> of surface runoff, soil will be added as needed and regraded until positive drainage is <br /> re-established. Additional final cover will be placed in accordance with the CQA Plan <br /> included as Appendix C of this document. If the repaired area is large enough, it will be <br /> revegetated. Inspections of the final cover will be performed on a quarterly basis. <br /> 4.3 Drainage System Maintenance <br /> Post-closure maintenance personnel at the landfill will inspect and maintain the drainage <br /> system within the Stage 1B Partial Final Closure on a quarterly basis and after significant <br /> storm events.
