4-2 <br /> ® Corrective measures will be implemented if inspections reveal excessive erosion or damage <br /> to the drainage channels, or if settlement causes ponding of stormwater on the final cover. <br /> Eroded areas will require removal of the affected loose material, followed by replacement <br /> and regrading of the area to match the adjacent surface contours. If ponding is observed in <br /> a channel over the final cover, the channel will be regraded to permit proper drainage of <br /> runoff. Inspections and maintenance of the drainage system will be carried out on a <br /> quarterly and after large precipitation events. <br /> 4.4 Vegetative Cover Maintenance <br /> Personnel at the landfill will maintain and inspect the vegetative cover at the Stage 113 <br /> Partial Final Closure area on a quarterly basis and after significant storm events. <br /> Vegetative cover destroyed by erosion will be reseeded following regrading. If degradation <br /> of the vegetative cover is observed in any area, that area will be investigated to determine <br /> the cause of the degradation. Investigation procedures may include soil gas analyses to <br /> determine methane content in the root zone. If degradation is suspected to be caused by <br /> landfill gas-induced asphyxiation, a gas wells may be installed to reduce gas flux into the <br /> root zone in the area of the observed degradation. Measures will be taken as practicable to <br /> correct any other condition found to be causing vegetative degradation. Inspections and <br /> fertilization of the vegetative cover will be carried out on an annual basis. <br /> 4.5 Bench Maintenance <br /> ® The bench will require general maintenance. After a significant storm event and on a <br /> quarterly basis, the bench will be inspected to determine if any potholing, erosion, and/or <br /> structural damage have occurred. If any deficiencies are noted, the affected area will be <br /> repaired. <br /> 4.6 Landfill Settlement Monitoring and Monument Maintenance <br /> 4.6.1 Survey Record <br /> Regulatory requirements dictate that, upon completion of closure construction activities, a <br /> survey record of the closed landfill be established and recorded with the title of the property, <br /> with the County Recorder's office and copies be made available to CalRecycle, and the LEA <br /> and kept on-site at the administration offices. The survey of record will include the <br /> following information: <br /> ♦ The date closure construction was completed; <br /> ♦ Boundaries of the disposal area; <br /> ♦ The location and telephone number of where the closure and post-closure plans can <br /> be obtained; and <br /> ♦ A statement that the future site use(s) is restricted in accordance with the <br /> post-closure maintenance plan. <br /> 4.6.2 Survey Settlement Monuments <br /> In accordance with 27 CCR, Section 20950(d), survey/settlement monuments are to be <br /> established at the landfill so that facilities constructed during closure can be located and <br /> Forward Landfill Stage 1B Partial Final Closure/Post-Closure Maintenance Plan June 2011 <br /> SWT Engineering <br /> z:\projects\allied waste\forward\11-1014 partial fnl clsr pin\partial final closure plan document\text\sec 4.doc <br />
