1.3 STANDARD OBSERVATIONS Landfill personnel perform weekly inspections of the facility. As provided in Appendix A,these observations include identification of evidence of liquids entering or leaving the landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and identification of strong landfill gas odors. No unusual conditions were identified during the second quarter 2012 monitoring period, (see signed "Certification Statement" located in Appendix A). In addition to Forward's inspections, the San Joaquin County Environmental Health Department(CEHD) performed monthly inspections at the facility on April 20, May 18, and June 22, 2012. A Notice of Violation (NOV) was issued during the May 18, 2012 inspection for the construction of a perimeter road within the buffer area which violated the terms and conditions of the solid waste facility permit. Forward corrected the NOV, and no other NOVs were noted during the monitoring period. Completed inspection forms are presented in Appendix A. 1.4 SOLID WASTE MONITORING According to the Forward Landfill Operations Manager, Forward Landfill received a total of 227,732 tons of solid waste during the second quarter 2012 (Appendix A). Figure 1-2 shows the approximate location of waste placement during the monitoring period. The following types of waste were received: Non-hazardous solid waste—224,074 tons Asbestos— 1,058 tons Sewage and wastewater sludge—2,600 tons 1.5 LANDFILL GAS MONITORING During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5 percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(a)(1), methane monitors are installed in all buildings at the site to protect public health and safety and the environment. During the second quarter 2012, no methane was detected in any of the facilities buildings. 2.0 FORWARD UNIT 2.1 WATER QUALITY MONITORING 2.1.1 Sampling and Laboratory Analyses During the second quarter 2012, depth-to-water measurements were recorded in the groundwater monitoring wells and all of the groundwater monitoring wells were sampled by Del-Tech Environmental Support Services (Del-Tech) on April 24 and 25, 2012.
