The team will be under the direction of a Construction Manager, who will <br /> supervise construction of the various features included in the closure plan. The <br /> Construction Manager will coordinate the activities of the on-site contractor(s) and will <br /> provide liaison among landfill staff, the design engineers, and the contractors. Other key <br /> staff may include a Site Engineer and Construction Inspector(s). A survey crew and a <br /> geotechnical CQA crew will be present, as required. <br /> Survey Control <br /> The survey control crew, under the direction ofa contractor or landfill personnel, will be <br /> responsible for the surveyed location of the closure plan improvements and for record <br /> drawing information. They will be responsible for documenting that the various components <br /> of the cover conform to the grade and/or thickness requirements of the construction <br /> drawings and specifications. <br /> CQA for Final Cover Placement <br /> The construction specifications include a CQA Plan for final cover placement. A geotechnical <br /> CQA crew, working under the direction of a Geotechnical Engineer, will be on-site during the <br /> placement of the final cover to monitor compliance with cover design and installation <br /> methods included in the CQA Plan. The CQA personnel will have day-to-day responsibility to <br /> observe cover placement and to evaluate whether the cover is constructed according to <br /> specifications. <br /> 1.5 Estimate of Closure Date <br /> The landfill will be closed incrementally as each stage reaches final grades (see Section <br /> 1.2). As discussed in Section 1.2, the first staged closure project was split into three <br /> separate construction stages (i.e., Stage IA, Stage IB, and Stage IC) with Stage IA closed in <br /> 2006 and Stage IB closed in 2011. It should be noted that the base liner construction <br /> "Phases" do not correspond to the Closure Stages.
