® 1 INTRODUCTION
1.1 Purpose
This Construction Quality Assurance(CQA)Manualhas been prepared for Forward,Inc.(Forward)
by a Registered Civil Engineer in accordance with Title 27,California Code of Regulations(CCR),
Division 2, Sections 20323 and 20324, titled "CQA Plan and CQA Requirements." This manual
describes CQA procedures for construction of the liner and leachate collection and removal system
(LCRS) for Waste Management Unit FU-13 (WMU FU-13). WMU FU-13 is designed to comply
with the construction standards of Title 27 by using a composite liner and blanket LCRS. The CQA
Manual outlines the specific field and laboratory testing and monitoring procedures required to
demonstrate that WMU FU-13 is constructed in accordance with Title 27 requirements.
Following the completion of the work for WMU FU-13, the Quality Assurance/ Quality Control
(QA/QC) Consultant will prepare a final CQA Report. The CQA Report shall be submitted to the
Owner within 20 days of construction completion. The purpose of the CQA Report is to document
that the materials and construction processes comply with the WMU FU-13 design and regulatory
requirements. As-built drawings and a discussion on the refuse fill stability of WMU FU-13 based
on the actual interface shear strength test results obtained during the CQA testing program shall also
be included.
1.2 Project Description
Lewis Engineering designed WMU FU-13 in accordance with Forward's Waste Discharge
Requirements(WDR Order No,R5-2003-0049),as well as applicable state and federal regulations.
The provisions of particular importance regarding the design are:
• The WMU FU-13 lining and leachate collection and removal system (LCRS) design
shall conform to construction standards of Title 27 by using a composite liner and
blanket LCRS.
• WMU FU-13 will be designed, operated, and maintained to prevent inundation,
washout, erosion, and slope failure resulting from flooding caused by a 24-hour storm
with a 1,000 year return period.
• WMU FU-13 will be designed to withstand the Maximum Credible Earthquake
(MCE) without damaging the lining, leachate, or surface drainage control systems.
• Leak location testing will be performed on the geomembrane on the base of the cell
following placement of the operations layer
WMU FU-13 will be constructed in the former Austin Road Landfill Borrow Pit and Expansion
Area, directly south of the Former Austin Road Landfill and east of WMU FU-10(see Design and
• Construction Documents, Waste Management Unit FU-13, Forward Landfill, Lewis Engineering,
Page 1
