April 2013). The base liner will encompass approximately 4.2-acres and will extend approximately
350 feet in the north-south dimension and 750 feet in the east-west dimension. The base of
WMU FU-13 at the top of clay liner will range from approximately elevation 7-feet to 13-feet,which
is about 22 to 28 feet below the surrounding ground surface.A composite lining system consisting of
a 2-foot-thick clay liner overlain by a 60-mil,high-density polyethylene(HDPE)geomembrane,and
LCRS consisting of 1 foot of granular drainage material will be constructed on the WMU FU-13
base. HDPE leachate tanks will be placed at the eastern edge of the WMU FU-13 base, from which
leachate will be pumped and removed.
Side slope liners will be constructed on the northern slope. The side slope liner on the north slope
consists of a geosynthetic clay liner (GCL) overlain by a 60-mil, single-sided textured, HDPE
geomembrane, and a single-sided geocomposite drainage net (GDN). A portion of the northern
WMU FU-13 slope is at an approximately 4.5:1 (horizontal to vertical)slope and is underlain by the
former Austin Road Landfill. To provide support for the side slope liner,an approximately 4 to 5-ft
thickness of subgrade fill(1-ft of subgrade fill was previously placed as intermediate cover over the
former Austin Road Landfill)will be placed and compacted over the portion of the former Austin
Road Landfill that underlies WMU FU-13.
A liner and leachate collection system was constructed on the top deck of the former Austin Road
Landfill as part of the Northern Portion of WMU FU-08 construction. Leachate from the lined
WMU FU-08 North top deck area currently drains through a series of pipes to a leachate tank. The
portion of WMU FU-13 that intersects WMU FU-08 North will be connected to WMU FU-13 so that
the leachate from this portion;of the top deck can drain directly into WMU FU-13.
Class III Refuse placed in the northern portion of WMU FU-08 will be separated from the Class II
refuse that can be placed in WMU FU-13 by placing Class III refuse a minimum of 50-ft south of the
northern/southem boundary of the cell, thereby providing sufficient separation.
1.3 Reference Documents
The following reference documents provide background information and support this CQA manual:
WMU FU-13 Design and Construction Documents, Forward Landfill, Lewis Engineering,
April 2013.
American;Society for Testing and Materials (ASTM) Annual Book of ASTM Standards.
Section 4 Construction, Volume 04.02 Concrete and Aggregates.
American Society for Testing and Materials (ASTM) Annual Book of ASTM Standards.
Section 4 Construction, Volume 04.08 Soil and Rock; Dimension Stone;
GEOSYNTHETICS.
American Society for Testing and Materials (ASTM Annual Book of ASTM Standards.
Section 8 Plastics, Volumes 08.01 Plastics (I), 08.02 Plastics (II), and 08.03 Plastics
(III). 0
Page 2
