4.0 THE FOLLOWING IS A LIST OF TYPICAL ACTIVITIES OR FEATURES <br />AT A FACILITY WHICH GENERATE OR CONTRIBUTE TO ODOR: <br />4.1 For landfills: <br />4.1.1 Decomposing solid waste with inadequate cover material <br />4.1.2 Incoming putrescible wastes, carcasses and sludges <br />4.1.3 Leachate collection and storage facilities <br />4.1.4 Ineffective landfill gas collection systems <br />4.2 For transfer stations: <br />4.2.1 Decomposing solid waste that is left on the tipping floor or <br />which has accumulated in inaccessible areas such as <br />between push walls. <br />4.2.2 Incoming putrescible wastes. <br />5.0 ODOR MITIGATION <br />Identifying the source of odor will assist in determining the best means of <br />mitigating the odor. <br />5.1 If the odor originates from a specific waste stream, one or more of <br />the following methods will be selected to mitigate the odor: <br />5.1.1 Stop taking the objectionable waste stream <br />5.1.2 Require that the waste stream generator treat the <br />objectionable waste stream to eliminate odors prior to <br />delivery to the facility <br />5.1.3 Immediately cover objectionable waste streams upon <br />delivery to the facility <br />5.1.4 Restrict the times when an objectionable waste stream can <br />be delivered to the facility <br />5.2 If the odor originates from decomposing waste in general, one or <br />more of the following methods will be selected to mitigate the odor: <br />5.2.1 Add compost as cover material (for landfills) <br />5.2.2 Use of additional soil as cover material (for landfills) <br />
