(SWPPP) shall be <br />developed and implemented for each _facility covered by this <br />General Permit in accordance with the following schedule. <br />a. Facility operators beginning industrial activities <br />before October 1, 1992 shall develop and iriplert,ent the <br />SWPPP no later than October 1, 1992. Facility operators <br />beginning ind,_istrial activitie after October 1, 1992 <br />.shall develop and implement the SWPPP when industrial <br />activities begin. <br />b. Existing facility operators that submitted a Notice of <br />Intent (NOI), pursuant to State Water Resources Control <br />Board (State Water Board) Order_ Ho. 91-013-DWIQ (as <br />amended by Order Cdr. 92--12; or .Fiar. Francisco t'ay <br />Regional Water Quality Con4:roi Board (Regional Water <br />Board) Order No. 92-11 (as Ied hy Order <br />shall contrnuie to implem= nt their existing <br />SWPPP and shall implement any necessary revisions to <br />their: SVIPPP in a timely rrfanner, but in no case later <br />than August: 1, 1997. <br />2. Objectives <br />The SWPPP has two major objectives. (a) to identify and <br />evaluate sources of pollutants associated with industrial, <br />activities that may affect Ole quality of storm water <br />discharges and authorized non -storm rater discharges from <br />the facility; and (b) to identify and implement sit.e- <br />specific best management practices (BMPs) to reduce or <br />prevent pollutants associated with industrial activities in <br />storm water discharges and authorized non -storm water <br />discharges. BNIPs may include a variety of pollution <br />prevention measures or other low-cost and pollution control <br />measures. They are generally categorized as non-structural <br />Br;Ps (activity schedules, prohibmtions of practices, <br />maintenance procedures, and other low-cost measures) and as <br />structural BMPs (treatment measures, run-off controls, over- <br />head coverage.) To achieve these objectives, facility <br />operators should consider the five phase process for SWPPP <br />development and implementation as shown in Table A. <br />The SVIPPP requirements are designed to be sufficiently <br />flexible to meet the needs of various facilities. SWPPP <br />requirements that are not applicable to a facility should <br />not be included in the SWPPP. <br />
