Visual observations are only required <br />during daylight hours. Facility operators that do not <br />collect the required samples or visual observations <br />during a wet season due to these exceptions shall <br />include an explanation its the Annual Reporr why the <br />sampling or visual observations could not be conducted. <br />b. A facility operator may conduct visual observations and <br />sample collection more than, one hour after discharge <br />begins if the facility operator determines that the <br />objectives of this Section will be better satisfied. <br />The facility operator shall include an explanation in <br />the Anneal Report why the visual observations and sample <br />collection should be conducted after the first <br />hour of discharge. <br />0 9. Alternative Monitoring Procedures <br />Facility operators may propose an alternative monitoring <br />program that meets Section B.2 monitoring program objectives <br />
