Undfdl <br />Page 20 <br />If future spills or accidents during waste transport indicate that changes should be made to <br />waste transport haul routes to the landfill from major arterials, SR 4 or Highway 99, the San <br />rtment shall modify the haul routes as appropriate. <br />Joaquin County Public Works Depa <br />35 (E.4) <br />Proposed as Part of the Project: <br />Where required by State and Federal regularions, the landfill gas monitoring, gas control and <br />collection system will be installed, extending to the new areas of the expanding landfill and <br />operating in conformance with applicable regulations. <br />The existing gas extraction system, or an equivalent system, will continue to operate <br />Regular gas monitoring will be conducted to prevent explosive or toxic gas accumulation in <br />onsite buildings or beneath temporary bufldings. The landfill operator will install an <br />automatic combustible gas detection and alarm system for structures at the site. <br />The landfill operator will not construct or otherwise locate any structure in an area of known <br />landfill gas build-up. <br />All site personnel who work in permanent structures w <br />landfill gas monitoring and alarm system ill be trained to use and respond to the <br />Identified In This EIR: <br />Landfill gas monitoring shall include volatile organic compounds in order to determine the <br />amount of contaminant recovery, and the landfill gas control system will control otential <br />exposure to on site personnel. p <br />36 (E.5) <br />Identified in This EIR: <br />The landfill operator shall submit an updated post -closure permit application for WMU-A <br />that presents plans to prohibit the expansion of the new landfill areas above WivfU-A. The <br />applicant filed a renewal of its hazardous waste permit for WMU-A on October 31, 2000 <br />(Kleinfelder, 2000) that presents the controls and monitoring of WMU-A. The applicant's <br />TID describes creating a wedge of landfill material north of WMU-A that would keep a <br />buffer area around the WMU_A boundaries clear of new refuse and then start to build <br />outward and upward. This plan must have the approval of the C1WMB and RWQCB. <br />37 (E.6) <br />Proposed as Part of the Project: <br />The landfill operator will follow legally required daily or alternative cover practices: <br />The landfill will continue to ban intact tines (which collect water and serve as a breeding <br />ground for vectors) and targe dead animal; from disposal at the landfill. <br />Existing measures to discourage birds from the landfill will be continued. <br />Appropriate landfill personnel will periodically monitor the landfill for the presence of <br />vectors and take preventative action where required, and landfill inspections «ill be <br />documented in the landfill operations administrative file. <br />9 38 (E.7) <br />
