Landfill <br />Page 14 <br />The operator will remove any hazardous materials spotted during delivery, thus minimizing <br />the potential for leachate -con ta mirLation if a break occurs in the liner or the leachate collection <br />system. <br />A double liner shall be installed urxi-r the sump area, as required by the RWQCB; <br />Electric testing of the liner in each Waste Management Unit shall be conducted before waste <br />can be disposed in that Unit, as required by the RWQCB; and <br />Identified in This EM: <br />If any modifications to the leachate collection system and associated monitoring described in <br />the JTD are required the RWQCB, The landfill operator shall implement those changes. <br />47 (F.4) <br />Proposed as Part of the Project: <br />Proposed measures to address concerns about additional leachate generation as a result of the <br />combined landfill have been addres---&d in the JTD with the presentation of the EPA HELP <br />model results based on the projected volumes of refuse, and the description of the leachate <br />collection system designed to meet the maximum probable leachate generated. Engineering <br />control systems (leachate collection system, drainage control, groundwater and gas controls), <br />monitoring programs, and institutional controls have been presented in the JTD currently <br />under review at the RWQCB. Reporting on leachate generation volume and quality is a <br />requirement of the RWQCB-stipulated progress reporting through the various proposed <br />landfilling phases. <br />IrAWk The landfill cell anchor trenches will be elevated two to three feet above the surrounding land <br />to minimize the possibility of Rater from major storm events draining into the cells and <br />adding to the volume of leachate. <br />Identified in This EIR: <br />Continued monitoring of the effectivmess of mitigation measures for leachate shall be <br />performed by the responsible regulatory agencies (currently the RWQCB and, for the WMU- <br />A, the DTSC). These agencies keep abreast of state-of-the-art information on leachate <br />generation mechanisms andmitigation. if, in the future, monitoring demonstrates <br />that the procedures above were insufficient to mitigate the effects of landfill -generated . <br />leachate, the agencies will, as appropriate, require additional mitigation measures. <br />48 (F.5) <br />Proposed as Part of the Project: <br />Maximum pre -loaded settlement of the combined landfill is projected in the JTD to provide <br />the maximum period for settlement and take advantage of anticipated improvements in <br />geosynthetic technology. <br />Future design for the vertical etp}xaaasion will, if necessary, include additional components in <br />the liner system, depending on fbn= differential settlement on the liner system. <br />The extraction wells proposed as pert of the Revised Engineering Feasibility Study (AEE, <br />200113) will be maintained and monitored during combined landfill build -out phases, and <br />modified as needed based on the RWQCB's review of monitoring data. <br />
