Landfill Page 20 <br />81 (I.4) <br />Proposed as Part of the Project: <br />If leachate is delivered to the City of Stockton Regional Wastewater Control Facility, the fr <br />project sponsor will provide for independently corroborated test results to the City to <br />demonstrate the chemical composition of the leachate extracted from the proposed <br />consolidated landfill project. Monitoring and testing of laucifill-generated leachate will meet <br />the requirements of the City of Stockton Wastewater Ordinance and the City Municipal <br />Utilities Department. <br />If leachate quality is not acceptable for disposal at the Regional Wastewater Control Facility, <br />the project sponsor will either have the leachate collec-ted and disposed off-site by a licensed <br />Treatment and Disposal Facility, or will develop on-site leachate processing that will result in <br />treated leachate that is acceptable for disposal at the u-2,-tewater treatment plant or acceptable <br />to regulatory agencies for on-site use. The design and operation of any on-site leachate <br />processing that is implemented will comply with all applicable laws and regulations. <br />I- CULTURAL RESOURCES <br />82 (11) <br />Proposed as Part of the Project: <br />If prehistoric archaeological resources are discovered during excavation and construction of <br />the proposed project, the project sponsor will suspend all work in the immediate vicinity of <br />the find pending site investigation by a qualified arcl�ologist or cultural resources <br />consultant to assess the materials and determine their significance. If the qualified <br />archaeologist determines that the find is an important archaeological resource, the project <br />sponsor will provide funding and time to allow recovering an archaeological sample or to <br />Adak implement avoidance measures, Work could continue at other locations while archaeological <br />mitigation takes place. <br />The project sponsor will allow only a qualified archaeologist or cultural resource consultant <br />to collect any prehistoric cultural resources discovered on the site. <br />If prehistoric archaeological deposits that include hump remains are discovered by the <br />project sponsor or any construction contractors during development of the project site, the <br />project sponsor will notify the County Coroner ' ly. If the remains are found to be <br />Native American, the Native American Heritage CorixaLssion will be notified with 24 hours. <br />The most likely descendant of the deceased Native Amcrican will be notified and given the <br />chance to make recommendations for the remains. If no recommendations are -made within <br />24 hours, remains may be reinterred elsewhere on the property. If recommendations are <br />made and not accepted, the Native American Heritage Commission will mediate the issue. <br />If avoidance of important prehistoric archaeological resources is not feasible, the project <br />sponsor will prepare an excavation plan in coordination with a qualified archaeologist or <br />cultural resources consultant. The resources will not be disturbed until this plan is completed. <br />An excavation plan will consist of the methodical excavation of those portions of the sites) <br />that would be adversely affected. The work will be accomplished Nvithin the context of a <br />detailed research design and in accordance with current professional standards. The plan <br />must result in the extraction of sufficient volumes of non -redundant archaeological data so as <br />to address important regional research consideration:. must be prepared and performed by <br />qualified professionals, must be consistent with the grideiines of the Native American <br />Heritage Commission, and must result in detailed technical reports. <br />
