VISUAL QUALITY <br />Page 21 <br />83 (K.3) <br />Proposed as Part of the Project: <br />Native or drought -tolerant trees, shrubs, and grasses will be used in landscaping to conform <br />to the natural vegetation of the area. <br />Working faces of the landfill will be minimized to reduce their visibility. <br />To the extent feasible, the top and side slopes of the landfill will be seeded with a mixture of <br />native grasses and wildflowers that would visually blend with plants at the project site. <br />Dense screening vegetation will be planted along the Austin Road boundary of the site, with <br />sufficient height and density at maturity to shield residents and motorists along Austin Road <br />from views of landfill operations, including nighttime disposal operations. To the extent <br />feasible, this landscaping will consist of native shrubs and trees (such as valley oak). <br />A 6 -foot high chain link fence will be constructed at the perimeter of the property to limit <br />public access. <br />Upon closure, the top and side slopes of the landfill wiII be planted N"ith native grasses to the <br />extent feasible, <br />Amok 4 ) <br />Proposed as Part of the Project: <br />The use of highly reflective surface materials in constructing structures on the site will be <br />restricted. <br />Exterior building materials will be painted or otherwise treated with muted earthtone colors. <br />Lighting for nighttime operations at the working face and other landfill facilities shall consist <br />of sodium lamps with sharp cutoff angles and downward shielding and, to the extent feasible, <br />shall be oriented in a direction that is not visible from off-site locations. <br />Identified in This EIR: <br />Implement the procedure proposed as part of the project under Mitigation Measure 37 (K.3); <br />above: Dense screening vegetation shall be planted along the Austin Road boundary of the <br />site, with sufficient height and density at maturity to shield residents and motorists along <br />Austin Road from views of landfill operations, including nighttime disposal operations. <br />For any future locations of the working face at which the screening vegetation in the <br />Mitigation Measure above would not shield residents and motorists along Austin Road from <br />night lighting, the project sponsor shall install temporary screens at the working face to block <br />night lighting from residences and motorists along Austin Road. <br />85 Austin 1994 (B3. d), Austin 2000 03. d) <br />At any time in the development of the expanded landfill when additional lighting is proposerd, <br />preliminary lighting designs should be sent to the Northern California Women's Facilityfor <br />review and comments. <br />
