All site surface water that has not come in contact with waste is directed to the <br />sedimentation ponds. Water collected in the sedimentation ponds is sampled in <br />accordance with the site's Stormwater Pollution Prevention Plan (SWPPP) before it is <br />discharged to the North Branch of the South Fork of Little Johns Creek. Surface water <br />monitoring is completed quarterly at both the existing Austin Road and Forward Landfills <br />in accordance with each site's WDR's. <br />Lysimeters — As with the existing lined cells at the Forward Landfill, all lined cells in the <br />Forward Landfill expansion will incorporate a lysimeter below the liner system in order <br />to monitor for potential leakage through the liner system. The landfill operator is required <br />to monitoring the lysimeters in accordance with the site WDRs in order to provide early <br />detection capability in the event of release. <br />Groundwater Monitoring - Expansion of the existing Forward and Austin Road Landfills <br />into a single landfill facility will necessitate changes to the current groundwater <br />monitoring programs at these sites. The proposed monitoring well network will include <br />45 wells; 12 for post -closure monitoring of -A, 22 additional wells for the <br />Detection Monitoring Program (DMP); and 11 wells to monitor the effectiveness of the <br />Corrective Action Program (CAP) north of the existing Austin Road parcel. Of the 45 <br />wells, 9 wells have not yet been constructed, but are proposed to meet DMP and CAP <br />monitoring requirements. Several monitoring wells will also need to be abandoned to <br />accommodate the expanding landfill footprint. All well abandonment work will be <br />described first in a work plan that will be prepared under the supervision of certified <br />0 (geologist or civil) engineer who will also direct all field activities. <br />The landfill operator is required to monitor the groundwater monitoring system for site <br />monitoring parameters on a quarterly basis in accordance with the site WDRs. In <br />addition, groundwater samples are required to be periodically analyzed for the more <br />extensive suite of "Constituents of Concern" (COCs). <br />Leachate Monitoring - During the operational life of the landfill, through closure and the <br />post -closure maintenance period, the leachate collection system will be regularly sampled <br />and analyzed for a variety of inorganic and organic constituents to evaluate whether or <br />not the landfill is impacting groundwater. Leachate monitoring and sampling is <br />completed at the existing Forward Landfill in compliance with WDR Order No. 97-141. <br />Since the existing Austin Road Landfill is unlined, no leachate monitoring is performed <br />at the site. Quarterly and annual reports of the monitoring results are submitted to the <br />LEA, DTSC, and RWQCB. The leachate monitoring program consists of weekly <br />inspections of the LCRS sumps for the presence of leachate, with the exception of WMU <br />A which is inspected semiannually in accordance with DTSC and USEPA post -closure <br />permits. If leachate is detected then monitoring continues on a daily basis, <br />If leachate is present, the sumps are pumped and the leachate is disposed at the on-site <br />leachate evaporation pond.
