Water Quality Monitoring Report Forward landfill In response to continued detection of volatile organic compounds (VOCs) in groundwater downgradient of the Austin Road Unit, the RWQCB issued a Cleanup and Abatement Order (CAO) on December 8, 2008. Under the CAO, Forward has installed 24 additional groundwater monitoring wells (five of which were later abandoned) to help define the vertical and lateral extent of VOCs in groundwater downgradient of the Austin Road Unit. WDR Order No. 115-2014-0006 was formally adopted by the RWQCB on February 6, 2014. 1.3 Standard Observations In accordance with Monitoring and Reporting Program (M&RP) Order No. 85-2014- 0006, Section A.6.d, Forward personnel conducts Standard Observations for the landfill units, along the perimeter of the landfill units, and for receiving waters. As provided in Appendix A, these observations include identification of evidence of liquids entering or leaving the landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and identification of strong landfill gas odors. No unusual conditions were identified by Forward personnel during the fourth quarter 2015 monitoring period. In addition to Forward's inspections, the San Joaquin County Environmental Health Department (CEHD) performed monthly inspections at the facility on October 30, November 25, and December 11, 2015. No Notices of Violation (NOVs) were issued by the RWQCB or CEHD during the monitoring period. Completed inspection forms are presented in Appendix A. Pursuant to the Forward Landfill Odor Control Management Plan (Forward, 2009), the Forward Operations Manager performs weekly monitoring for odors on the landfill surface and along the perimeter of the landfill. In the event that an odor complaint is made by the public, Forward performs an immediate investigation to identify the source of the odor. Following confirmation of an odor, mitigation measures are implemented. 1.4 Solid Waste/Compost Facility Monitoring According to the Forward Landfill Operations Manager, Forward Landfill received a total of 264,230 tons of solid waste during the fourth quarter 2015 (Appendix A). Figure 1-2 shows the approximate location of waste placement during the monitoring period. In addition, the compost facility received 9,586 tons of green waste and produced 3,114 tons of compost (Appendix A). During the fourth quarter 2015 monitoring period, Forward personnel reported water in the compost facility retention basin; however, no leachate from compost stockpiles or compost windrows was noted.
