Water Quality Monitoring Report
Forward landfill
3.1.10 Surface Water Monitoring 0
Site run-on and run-off control facilities are designed to effectively channel surface
water to site stormwater/sedimentation ponds. According to the Operations Manager,
there were no discharges to surface water (waters of the United States) during the
reporting period. During the fourth quarter 2015 monitoring period, surface water
monitoring stations ASW -1 (upstream) and ASW -2 (downstream) were reported dry on
October 28, 2015.
3.1.11 Corrective Action Monitorine
The Groundwater Treatment Facility (GTF) at the Austin Unit has been operational since
1994 to mitigate impacts from landfill releases. Impacted groundwater is extracted
from four wells (EW -1, EW -2, EW -311, and EW -4) that pump groundwater through an air
stripper treatment system to remove VOCs. Treated groundwater is discharged to an
infiltration pond (constructed in 2003) north of the Austin Road Unit of the Forward
Landfill. During the monitoring period, the GTF treated 20.8 million gallons of
groundwater and removed approximately 1.40 pounds of VOCs. Details regarding
corrective action remediation system operations and performance evaluation for the
fourth quarter 2015 are presented in Appendix C.
3.2 Summary
Groundwater quality conditions beneath the Austin Unit during the fourth quarter 2015
monitoring period were generally similar to historical results. With the exception of well
AMW-6, no CL exceedances or non -statistical indication of release were identified in any
of the DMP wells during the fourth quarter 2015 monitoring period. It is recognized
that well AMW-6 should have been identified as a CAP well in the M&RP. For the
CAP/evaluation wells, 16 of 28 wells reported one or more VOCs exceeding a PQL, with
CAP well AMW-1 having the greatest number of VOCs (13), including 10 measured
above a PQL. All surface water stations and lysimeters were reported dry or there was
an insufficient volume of soil -pore liquid for analysis during the fourth quarter 2015
monitoring period. Under the existing CAP, the GTF pumped 20.8 million gallons of
groundwater removing an estimated 1.40 pounds of VOCs.
4.0 ANNUAL SUMMARY
4.1 General
During the 2015 monitoring year, groundwater elevations and groundwater and surface
water sampling was performed at the Forward Landfill on a quarterly basis. The
groundwater and surface water samples were analyzed for the monitoring parameters
summarized in Table 2-1 and a tabular summary of the 2015 annual monitoring data is
provided in Appendix F and electronically in Excel (via email).
