Water Quality Monitoring Report
Forward Landfill
ipiper diagrams depicting groundwater and surface water constituent concentrations are
presented in Appendix G. In addition, well hydrographs illustrating historical
groundwater elevations, well screen elevations, and pump intake elevations are also
included in Appendix G.
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 875,443 tons of solid waste during the 2015 monitoring year. Figure 1-2 shows the
approximate location of waste placement during 2015 monitoring year. In addition, the
compost facility received 35,871 tons of green waste and produced 13,237 tons of
compost.
4.2 Landfill Gas Monitoring
The SCS performs quarterly inspections at the Forward Landfill for methane
concentrations in perimeter soil -pore gas probes. During the 2015 monitoring year no
perimeter gas probes exceeded the regulatory limit of 5 percent at the Forward Landfill
and no on-site structures were in excess of 1.25 percent by volume in air. In accordance
with CCR 27, Section 20937(a) (1), methane monitors are installed in all buildings at the
site to protect public health and safety and the environment. During the 2015
monitoring year, no methane was reported in any of the facilities buildings.
4.3 10 Compliance Record
No notices of violation (NOV) were noted during the 2015 monitoring year.
4.4 Forward Unit
4.4.1 Groundwater
Groundwater elevations measured during the 2015 monitoring year were variable,
reflecting seasonal precipitation patterns. The variable pattern in groundwater
elevations in 2015 mimics annual patterns.over the monitoring history. Hydrographs
depicting historical groundwater elevations are presented in Appendix G and indicate
generally static trends with some declines over the past three years. During the 2015
monitoring year, the groundwater flow beneath the north -northeastern portion of the
Forward Unit flows to the northeast, while groundwater beneath the southern and
central portions of the Forward Unit generally flows to the south to southeast. The
south-southeast gradient is believed to be related to groundwater pumping of nearby
agricultural wells. Regionally the groundwater gradient is to north and northeast
toward the Austin Unit.
Groundwater quality conditions beneath the Forward Unit during the 2015 monitoring
year are generally similar to those observed in previous monitoring years. With the
exception of bicarbonate in well MW -18, none of the CL exceedances were consistently
M:\ 2015.0014\FA_4Q15.docx 15
1/29/2016, Rev. 0
