Water Quality Monitoring Report <br />Forward Landfill <br />As has been the case historically, several CL exceedances were noted for well AMW-6, <br />during the 2015 monitoring year. In addition, one or more VOCs were consistently <br />detected at quantifiable concentrations in well AMW-6. As discussed previously, well <br />AMW-6 was misidentified as a DMP well in the new WDR and Forward has requested <br />that well AMW-6 be reclassified as a CAP well. <br />In the CAP/EMP wells, 17 of 28 CAP/EMP wells reported one or more VOCs exceeding a <br />PQL during the 2015 monitoring year, with CAP well AMW-1 having the greatest number <br />and highest concentration of VOCs. An annual report discussing the CAP and EMP <br />monitoring results including a comprehensive discussion of any corrective actions taken <br />or planned was prepared by Herst & Associates (Herst, 2015) and is included in <br />Appendix H. In response to continued detection of VOCs in groundwater downgradient <br />of the Austin Road Unit, the RWQCB issued a CAO on December B. 2008. Forward has <br />installed 19 additional groundwater monitoring wells downgradient of the Austin Unit as <br />part of an on-going EMP investigation. <br />4.5.2 Surface Water <br />Site run-on and run-off control facilities are designed to effectively channel surface <br />water to lined holding and evaporation ponds on site. According to the Operations <br />Manager, no surface water was discharged from the facility during the 2015 monitoring <br />year. With the exception of the first quarter 2015, the surface water stations were <br />reported dry. Comparisons of the water quality data from upgradient (ASW -1) to <br />downgradient (ASW -2) surface water stations during the 2015 monitoring year indicates <br />similar concentrations and no VOCs were detected suggesting that landfill operations <br />are not impacting surface water quality. <br />4.5.3 Leachate Monitoring <br />Leachate sumps are inspected for the presence of leachate and observations are <br />recorded at least weekly by Forward Landfill personnel. If leachate is detected in a <br />sump it is pumped into the surface impoundment (WMU-F West) for evaporation. <br />During the 2015 monitoring year, leachate was observed at all of the holding areas and <br />according to the Operations Manager, no leachate was taken off site during the 2015 <br />monitoring year. Freeboard at WMU-F West ranged from approximately 5.25 to 7.25 <br />feet during the 2015 monitoring year. <br />Value Engineering conducted a continuity test of the leachate collection and removal <br />system (LCRS) on August 7 and 8, 2015 at the Austin Unit. The tracer dye test results <br />indicate that continuity is present across the LCRS unit WMU-F West, and no excessive <br />leachate is backed up in the drainage layer or sump of the LCRS unit. <br />• <br />M:\ 2015.0014\FA_4Q15-docx 18 <br />1/29/2016, Rev. 0 <br />
