Water Quality Monitoring Report
Forward Landfill
WDR Order No. 115-2003-0049 was formally adopted by the RWQCB on March 14, 2003,
which combined the former Austin and Forward Landfills into one landfill, now known
as the Forward Landfill.
In response to continued detection of volatile organic compounds (VOCs) in
groundwater downgradient of the Austin Road Unit, the RWQCB issued a Cleanup and
Abatement Order(CAO) on December 8, 2008. Under the CAO, Forward has installed 24
additional groundwater monitoring wells (five of which were later abandoned) to help
define the vertical and lateral extent of VOCs in groundwater downgradient of the
Austin Road Unit.
WDR Order No. 115-2014-0006 was formally adopted by the RWQCB on February 14,
2014.
1.3 Standard Observations
In accordance with Monitoring and Reporting Program (M&RP) Order No. R5-2014-
0006, Section A.6.d, Forward personnel conducts Standard Observations for the landfill
units, along the perimeter of the landfill units, and for receiving waters. As provided in
Appendix A, these observations include identification of evidence of liquids entering or
leaving the landfill, indications of ponding on the landfill or erosion of the landfill cover
soils, and identification of strong landfill gas odors. No unusual conditions were
identified by Forward personnel during the second quarter 2016 monitoring period. In
addition to Forward's inspections, CalRecycle and/or the San Joaquin County
Environmental Health Department (CEHD) performed monthly inspections at the facility
on April 29, May 27, and June 17, 2016, and no Notices of Violation (NOV) were issued
during the monitoring period. Completed inspection forms are presented in Appendix
A. NOVs were issued by the RWQCB for Illegal acceptance of hazardous waste from
Woodland Biomass, incomplete monitoring of the landfill and compost facility,
exceedances of the nitrogen loading limit for the cannery waste land application area,
exceedances of the water quality protection standards in several groundwater
monitoring wells, and submittal of an incomplete monitoring report. Forward is
currently preparing formal responses to these NOVs.
Pursuant to the Forward Landfill Odor Control Management Plan (Forward, 2009), the
Forward Operations Manager performs weekly monitoring for odors on the landfill
surface and along the perimeter of the landfill. In the event that an odor complaint is
made by the public, Forward performs an immediate investigation to identify the source
of the odor. Following confirmation of an odor, mitigation measures are implemented.
M:\2016.0007\FA 2Q16.docx 3
