Water Quality Monitoring Report
Forward Landfill
1.4 Solid Waste/Compost Facility Monitoring
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 195,337 tons of solid waste during the second quarter 2016 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the monitoring period. In
addition, the compost facility received 17,223 tons of green waste and produced 3,150
tons of compost (Appendix A). During the second quarter 2016 monitoring period, no
leachate from compost windrows were noted by Forward personnel.
1.5 Landfill Gas Monitoring
In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field
Services (SCS) conducts quarterly monitoring of perimeter gas probes and on-site
structures at the Forward Landfill. During the second quarter 2016 monitoring period,
no methane gas exceeded the regulatory limit of five percent by volume in perimeter
gas probes and no on-site structures were in excess of 1.25 percent by volume in air. As
part of the CAP, Forward operates a landfill gas (LFG) extraction system to control LFG
emissions (i.e. source control). SCS performs the operations and maintenance (0&M)
for the LFG extraction system and blower/flare station (BFS). Summary tables for the
BFS and LFG extraction wells, and the second quarter 2016 perimeter LFG monitoring
probe and on-site structure testing report are presented in Appendix B. During the
second quarter 2016 monitoring period SCS reported 136.2 hours of downtime for the
BFS. Based on the BFS data and 2016 Annual Compliance Emissions Test Report
prepared by Blue Sky Environmental, Inc., the LFG extraction system removed
approximately 31,949 pounds of VOCs for the second quarter 2016. A summary of the
LFG and destruction system operations and maintenance for the second quarter 2016
are presented in Appendix C. Tabulated analytical results for the first semiannual 2016
LFG sampling event are presented in Appendix B.
1.6 Cannery Waste Land Application Monitoring
Cannery waste and land application monitoring (CWLAM) and groundwater analytical
results for the CWLAM detection monitoring system are presented in Section 3.1.6.
Inspection logs, weekly total mass nitrogen application, representative soil samples
from the CWLAM area, and composite waste sample analytical results for the CWLAM
are presented in Appendix D.
M:\2016.0007\FA 2Q16.docx 4
