CHAPTER FOUR <br /> NEW LANDFILL SITE <br /> PROPOSED 320-ACRE SITE LOCATION <br /> Field reconnaissance of the area indicates possible available <br /> sites in the vicinity of the existing Harney Lane Landfill Site. <br /> The possibility of locating a site in the proximity of Highway 99 <br /> as recommended by the Stone Report appears extremely remote as <br /> the lands are experiencing a degree of urbanization and intense <br /> agricultural activities . Furthermore, the lands between Highway 99 <br /> and Jack Tone Road are more suitable for diversified agricultural <br /> use and urban development. <br /> The Stone Report indicated a need for 1,120 acres to <br /> accommodate the refuse generated in the north service area (Par. 1, <br /> Page 83 of the Stone Report) to year 2020 . However, at this point <br /> a projection in the extreme distant future can only provide a <br /> guide and the actual needs would be predicated on the true popu- <br /> lation and growth pattern together with new technological break- <br /> throughs which conceivably could drastically change all existing <br /> methods of refuse disposal. <br /> As the present available life of the Harney Lane Site is <br /> estimated by the City of Lodi to be 2 to 4 years , site acquisition <br /> should have utmost priority in view of the above short useful <br /> life. <br /> Due to strenuous opposition of people living nearby, <br /> prospective landfill sites , past tendencies to locate on the <br /> peripheries of County, such as the Foothill Sanitary Landfill Site, <br /> should be emphatically avoided. Far out sites have posed extreme <br /> economic disadvantage and experience indicates a high reluctance <br /> - 18 - <br />
