The advancing face will be <br /> covered daily with a minimum 6-inch thickness of soil cover. When <br /> additional waste materials will not be placed over the surface within <br /> 180 days, the top and side slopes of the advancing lift will receive <br /> additional cover so that there is a minimum 12-inch-thick intermediate <br /> ' soil cover. <br /> ' A four-working-face, two-lift placement method, shown on Drawing 4, <br /> will normally be used to place refuse fill at the site. This method <br /> maximizes the service life of haul roads. An all -weather haul road <br /> ' will be constructed from the access road across the surface of the <br /> existing refuse fill to the active working area. An initial working <br /> refuse face is then advanced on one side of the all -weather haul road <br /> toward the access road. A second working refuse face is advanced <br /> adjacent to the first over the all -weather access road. During the <br /> dry months, a ramp is constructed from the haul road to the surface of <br /> ' the lower lift. Refuse vehicles are routed over the soil cover, and <br /> an upper lift is filled by advancing the third and fourth working <br /> faces. A minimum distance of 150 feet is maintained between the toe <br /> ' of the upper lift and the top of the ramp to provide a truck maneuver- <br /> ing area for advancing the third and fourth working faces. <br /> Temporary berms will be constructed where needed to intercept and <br /> ' deflect surface runoff away from the active working face. Soils will <br /> be excavated sequentially from the modules shown on the excavation and <br /> ' preparation plan to meet the requirements for landfill development. <br /> The excavation sequence was developed according to the requirements <br /> for soil handling, access, drainage, and waste placement. <br /> 5.3 EXCAVATION AND FILL SEQUENCE <br /> The excavation and fill sequence plan is shown on Drawing 2.
