The site will be divided into modules to facilitate efficient excava- tion, soil handling, access, drainage, and controlled placement of ' wastes. Landfill operations will proceed in numerical order by mod- ules. Excavation will proceed one module ahead of refuse fill for construction of temporary runoff containment. Soils in any module suitable for final cover will be excavated and placed as such or ' stockpiled for use in later modules. In general , most clayey soils for final cover will come from Modules 5 and 6. The existing irrigation' well and pond located in Module 9 will be ' preserved as far into the life of the site as possible for water supply needed for dust control and fire protection. 5.4 CONTROL OF WORK ' Project elevations and construction coordinates will be established on the site. Construction limits and the locations of improvements will be located in the field using these monuments and plan coordinates. Grade stakes will be used to control site excavations, ditch flow ' lines, permanent access roads, and final slopes. 5.5 CONTROL OF NUISANCE AND HEALTH FACTORS The following actions will be taken to minimize nuisance conditions: • Unauthorized Access. Unauthorized access by motorcycles and other off-highway vehicles will be controlled by ' constructing fences across access locations. • Unsightliness, Dust. and Odor. Unsightliness, dust, and ' odor will be controlled by (1) proper maintenance of haul roads (oiling and/or watering) , (2) applying a fine spray on soil cover work areas when conditions might cause fugitive dust, (3) applying water or. planting temporary vegetative cover on intermediate soil cover when condi - tions might cause fugitive dust, and (4) planting and maintaining a vegetative cover on completed fill and ' excavation slopes.
