The site will be divided into modules to facilitate efficient excava- <br /> tion, soil handling, access, drainage, and controlled placement of <br /> ' wastes. Landfill operations will proceed in numerical order by mod- <br /> ules. Excavation will proceed one module ahead of refuse fill for <br /> construction of temporary runoff containment. Soils in any module <br /> suitable for final cover will be excavated and placed as such or <br /> ' stockpiled for use in later modules. In general , most clayey soils <br /> for final cover will come from Modules 5 and 6. <br /> The existing irrigation' well and pond located in Module 9 will be <br /> ' preserved as far into the life of the site as possible for water <br /> supply needed for dust control and fire protection. <br /> 5.4 CONTROL OF WORK <br /> ' Project elevations and construction coordinates will be established on <br /> the site. Construction limits and the locations of improvements will <br /> be located in the field using these monuments and plan coordinates. <br /> Grade stakes will be used to control site excavations, ditch flow <br /> ' lines, permanent access roads, and final slopes. <br /> 5.5 CONTROL OF NUISANCE AND HEALTH FACTORS <br /> The following actions will be taken to minimize nuisance conditions: <br /> • Unauthorized Access. Unauthorized access by motorcycles <br /> and other off-highway vehicles will be controlled by <br /> ' constructing fences across access locations. <br /> • Unsightliness, Dust. and Odor. Unsightliness, dust, and <br /> ' odor will be controlled by (1) proper maintenance of haul <br /> roads (oiling and/or watering) , (2) applying a fine spray <br /> on soil cover work areas when conditions might cause <br /> fugitive dust, (3) applying water or. planting temporary <br /> vegetative cover on intermediate soil cover when condi - <br /> tions might cause fugitive dust, and (4) planting and <br /> maintaining a vegetative cover on completed fill and <br /> ' excavation slopes. <br /> ' PJ9 9390209A.00D 25 <br /> ' Emofl Associates <br />
