' Litter. Litter will be minimized by placing temporary <br /> fencing or a portable litter fence downwind from the <br /> ' working face. The fencing, operational area, and site in <br /> general will be policed regularly to pick up any accumu- <br /> lated litter. <br /> ' Noise. Noise levels of on-site equipment will be con- <br /> trolled by proper muffler maintenance. <br /> ' Fire. Protection of landfill equipment and vehicles from <br /> fire will be provided by daily removal of debris and dust <br /> from undercarriages and engine compartments and checking <br /> ' for and repairing oil leaks. The scalehouse, maintenance <br /> shop, and landfill equipment will be equipped with <br /> suitable fire extinguishers for any minor fires for per- <br /> sonnel safety. Any fire that occurs on the landfill will <br /> be extinguished by landfill personnel using soil cover <br /> stockpiled specifically for that purpose and, when <br /> necessary, a water truck. <br /> ' Health Factors and First Aid. A properly operated <br /> landfill does not present health hazards to adjacent land <br /> users because the sanitary landfill method does not cre- <br /> ate conditions that attract and encourage breeding by <br /> potential disease carriers such as flies and rodents. <br /> Rodents generally cannot survive because the compaction <br /> ' and daily cover of refuse with the soil eliminates both <br /> habitat and food. Covering wastes with compacted soil <br /> and minimizing the work area over which refuse is spread <br /> ' also prevent the emergence of flies from eggs present in <br /> household wastes. However, site personnel will frequent- <br /> ly inspect site areas for any signs of rodent activity. <br /> ' If such activity is observed, site personnel will contact <br /> pest control specialists for professional advice and any <br /> services needed so that a vector nuisance does not <br /> develop. <br /> The following provisions will be used to minimize pos- <br /> sible health hazards to the site personnel : (1) identify <br /> ' wastes at the gate and minimize the exposure time of any- <br /> one to waste that may present a health hazard, (2) pro- <br /> vide on-site first-aid supplies and hygienic facilities, <br /> and (3) train on-site personnel in safe operating proce- <br /> dures and provisions compliance. <br /> 5.6 SITE OBSERVATION AND MAINTENANCE <br /> Surface drainage facilities, vegetated soil cover areas, intermediate <br /> ' fill surfaces, and access roads will be observed routinely and at <br /> ' PJ9 9390209A.00D 26 <br /> Emon Associates <br />
