' 1 .0 INTRODUCTION
' The existing Harney Lane Sanitary Landfill , owned and operated by San
Joaquin County, is located approximately 8 miles east of the City of
' Lodi . Since the landfill will reach capacity by 1990, the County must
develop a replacement site. A 320-acre parcel , located approximately
' 1 .5 miles east of the existing landfill , has undergone a geologic and
hydrogeologic investigation as part of an effort to find a suitable
' replacement site for the landfill . The County has purchased the land
and proposes developing the site as a sanitary landfill . Development
of a Class III landfill on the site will provide a waste disposal
' capacity of approximately 17,300,000 cubic yards with a service life
of 36 years.
This report presents EMCON Associates development plans and identi -
fies landfill construction methods, features, and operating provisions
for the North County Sanitary Landfill . In the future, a portion of
' the site may be considered for use as a Class II waste management unit
for designated materials such as wastewater treatment plant sludges,
septage wastes, and grease trap wastes. If this occurs, a design for
' a Class II waste management unit at the site will be developed to meet
the needs of the County and fulfill the requirements in Title 23,
Chapter 3, Subchapter 15 of the California Administrative Code (CAC) .
PJ9 9390209A.00D 1
Mon Associates
