' 1 .0 INTRODUCTION <br /> ' The existing Harney Lane Sanitary Landfill , owned and operated by San <br /> Joaquin County, is located approximately 8 miles east of the City of <br /> ' Lodi . Since the landfill will reach capacity by 1990, the County must <br /> develop a replacement site. A 320-acre parcel , located approximately <br /> ' 1 .5 miles east of the existing landfill , has undergone a geologic and <br /> hydrogeologic investigation as part of an effort to find a suitable <br /> ' replacement site for the landfill . The County has purchased the land <br /> and proposes developing the site as a sanitary landfill . Development <br /> of a Class III landfill on the site will provide a waste disposal <br /> ' capacity of approximately 17,300,000 cubic yards with a service life <br /> of 36 years. <br /> This report presents EMCON Associates development plans and identi - <br /> fies landfill construction methods, features, and operating provisions <br /> for the North County Sanitary Landfill . In the future, a portion of <br /> ' the site may be considered for use as a Class II waste management unit <br /> for designated materials such as wastewater treatment plant sludges, <br /> septage wastes, and grease trap wastes.
