The act directs the State Water Resources Control <br /> Board and California Department of Health Services (DNS) to promote <br /> hazardous waste management practices following a hazardous waste <br /> management hierarchy. The hierarchy moves from reduction in hazardous <br /> waste generation to recycling treatment and, finally, to land disposal <br /> of only residuals from recycling and treatment. <br /> The County' s generators clearly will be impacted by SB 1500. They <br /> will be called upon to devote greater attention to waste minimization <br /> practices. And they will need to identify recycling and treatment <br /> options for their hazardous waste, since disposal of untreated hazard- <br /> ous wastes is banned after May 1990. <br /> 1.3 RELATIONSHIP OF AB 2948 TO OTHER LEGISLATION <br /> AB 2948 is one of many pieces of legislation passed in the last sev- <br /> eral years that focuses on hazardous waste management. The subject of <br /> this related legislation ranges from waste reduction to pretreatment <br /> of wastes. These bills include: <br /> • Senate Bill (SB) 1500 (Roberti , 1986) - Bans all untreat- <br /> ed hazardous wastes that do not meet Department of Health <br /> Services (DNS) treatment standards from land disposal as <br /> of May 8, 1990. DHS is required to promulgate treatment <br /> standards for all hazardous wastes. <br /> • AB 1861 (Campbell , 1985) - Authorizes the establishment <br /> of specified routes and parking and stopping places for <br /> hazardous waste transporters by the California Highway <br /> Patrol (CHP) in conjunction with local governments. <br /> 1 .
