Scenario 2 (the no action scenario) assumes that neither proposed facility is <br /> constructed by the year 2000 because of (1) failure to meet regulatory <br /> requirements, (2) choosing not to modify their processes to meet regulations, <br /> or (3) failure to be granted a permit. For further discussion, see Sec- <br /> tion 8.0. <br /> 5. The first proposal 's oil recycling and biomass briquetting facility could <br /> treat up to 15,000 tons of waste oil and lubricants at maximum operating <br /> capacity (see Section 7.0) . <br /> 6. The second proposal 's plan to treat soils contaminated by petroleum products <br /> has the capacity to treat approximately 3,534 tons of contaminated soils <br /> annually. <br /> 7.
