• Distance From Residences <br /> Facilities shall not be located within 500 feet of a <br /> residence. The basis for this criterion includes several <br /> experiences involving emergency releases of hazardous <br /> substances in the County in 1988. These hazardous <br /> releases posed a threat of imminent evacuation for the <br /> nearby population. The releases were as follows: <br /> Ammonia 2.5 tons (J.R. Simplot Company) <br /> S03 4.0 tons (J.R. Simplot Company) <br /> S02 1 .7 tons (C&O Packing Warehouse) <br /> Risk assessments shall be undertaken for all proposed <br /> facilities. Such an assessment evaluates the risk to <br /> public health associated with a project. Generally, the <br /> risk is expressed in terms of the probability that an <br /> exposed individual will be harmed when exposed to emis- <br /> sions from a specific project. The risk assessment <br /> process shall consider the physical and chemical charac- <br /> teristics of the specific type of wastes that will be <br /> handled, the design features of the facility, and any <br /> need for buffering residential areas or other sensitive <br /> areas from adverse emissions from a proposed facility. <br /> • Distance From Immobile Populations <br /> Facilities shall not be located within 0.25 mile from <br /> immobile populations. These populations include schools, <br /> hospitals, convalescent homes, prisons, facilities for <br /> the mentally ill , etc. The basis for this criterion is <br /> described above under "Di"stance from Residences. " <br /> Risk assessments, performed at the time of permitting, <br /> shall be used for all facilities to determine the need <br /> for buffer zones between the facility and immobile popu- <br /> lations. The risk assessment process will consider the <br /> physical and chemical characteristics of the specific <br /> types of wastes which will be handled, the design fea- <br /> tures of the facility, and the proximity to immobile <br /> populations. <br /> • Permeable Strata and Soils <br /> All facilities located in areas of high permeable strata <br /> and soils shall have spill containment, monitoring <br /> devices, and other environmental controls, as needed. <br /> • Non-Attainment Air Areas <br /> Non-attainment areas are defined as areas in which the <br /> PJ9 9390502D.00D 11-4 Rev. 1 11/08/88 <br />
