level of one or more of the criteria air pollutants <br /> (particulate matter, hydrocarbons, ozone, oxides of <br /> sulfur and nitrogen, and carbon monoxide) exceeds the <br /> National Ambient Air Quality Standards (NAAQS) . The <br /> entire County is classified as a non-attainment air area <br /> for ozone, particulates, hydrocarbons, and oxides of <br /> nitrogen. In addition, the City of Stockton is <br /> a non-attainment air area for carbon monoxide (see <br /> Figure 11-3) . <br /> Any facility which may cause the issuance of air contami - <br /> nants shall first obtain authorization, prior to con- <br /> struction, from the County Air Pollution Control <br /> District. Facilities seeking to locate in the County <br /> must comply with local , state, and federal regulations <br /> for all criteria, non-criteria, and toxic air contami - <br /> nants. <br /> a Proximity to Major Transportation Routes <br /> All facilities should be located to minimize distances to <br /> major transportation routes. <br /> Facilities should be sited to minimize travel through <br /> residential neighborhoods. Routes should be demonstrated <br /> to be safe with regard to road design and construction, <br /> accident rates, excessive traffic,. etc. <br /> * Prevention of Significant Deterioration (PSD) Air Areas <br /> Areas where National Ambient Air Quality Standards of the <br /> Clean Air Act are met are designated attainment areas, <br /> and major facilities in these areas are subject to <br /> Prevention of Significant Deterioration (PSD) <br /> requirements. <br /> For attainment (PSD) areas, maximum allowable increases <br /> (increments in ambient pollutant concentrations) have <br /> been established to "prevent significant deterioration" <br /> of the baseline air quality. New and modified sources of <br /> air contaminants are allowed to consume some or part of <br /> these increments with new emissions that will cause an <br /> allowed deterioration of the ambient air quality. <br /> Facilities can not be sited in PSD areas unless an <br /> analysis of a specific- proposal demonstrates that air <br /> emissions can be adequately mitigated. <br /> 0 Prime Agricultural Lands <br /> Prime agricultural lands, under California law, may not <br /> PJ9 9390502D.00D 11-5 Rev. 1 11/08/88 <br />
