When siting hazardous waste management — <br /> facilities in these areas, overriding public service <br /> needs must be demonstrated. <br /> Prime agricultural lands within the County are shown in <br /> Figure 11-1 . <br /> • Depth to Ground Water <br /> All facilities may be sited only if the results of a <br /> hydrogeologic investigation/risk assessment indicate that — <br /> ground water will not be significantly threatened by the <br /> proposed facility. Facilities shall be designed and <br /> constructed to preclude release of hazardous wastes and <br /> to ensure structural stability in accordance with the <br /> building code. <br /> • Proximity to Public Facilities <br /> A risk assessment should be undertaken during the permit- <br /> ting stage to identify potentially adverse impacts of the -- <br /> proposed waste management facility near public facilities <br /> where large numbers of people might congregate. <br /> • Availability of Public Services <br /> Preference should be given to siting all facilities in <br /> areas where public water, sewer, and emergency services <br /> are readily available. The need for public services is a <br /> function of the specific kind of hazardous waste manage- <br /> ment facility. Some facilities are relatively self <br /> sufficient. <br /> • Proximity to Waste Stream <br /> All facilities should be located close to waste genera- <br /> tion sources to minimize the risks of transportation. <br /> • Industrial , Commercial , and Specially Zoned lands <br /> Industrial and commercial zoning are appropriate areas to <br /> site transfer stations. <br /> • Recreational , Cultural , or Aesthetic Areas <br /> These areas include national , state, regional , county, <br /> and city parks and recreation areas; wild and scenic <br /> rivers; scenic highways; and ecological preserves.
