2.0 PURPOSE OF THE CHWMP <br /> Safe and responsible management of hazardous waste has become an issue <br /> of critical importance to the public and private sectors in Califor- <br /> nia. Prior to the passage of AB 2948, hazardous waste management was <br /> addressed only as a component of county solid waste management plans. <br /> As a result, certain issues unique to hazardous wastes failed to <br /> receive adequate attention in the planning process. AB 2948 was <br /> introduced to provide a coordinated structure to a previously ad hoc <br /> process and to delineate specific objectives that each county's haz- <br /> ardous waste management plans would be required to fulfill . Just <br /> prior to AB 2948' s passage, SB 1500 (Roberti ) was passed, which <br /> mandated that by May 8, 1990 all hazardous wastes must be trgated <br /> before they may be disposed of. One of AB 2948' s purposes is to help <br /> the State meet this deadline by providing a step-by-step approach to <br /> taking an inventory of current and future hazardous waste generation. <br /> Important to this inventory are waste management practices established <br /> by the California Health and Safety Code, Section 25179.4. Listed in <br /> order of highest to lowest priority, these are: <br /> • reduction of hazardous waste generated <br /> • recycling of hazardous waste <br /> • treatment of hazardous waste <br /> • land disposal of residuals from waste recycling and <br /> treatment <br /> The State defines waste reduction as "in-house practices that elimi - <br /> nate, reduce, or avoid the generation of hazardous waste. " Actions <br /> dealing with the waste stream (such as recycling or treatment of <br /> wastes after they are generated) are not considered waste reduction' . <br /> As noted in the hierarchy of waste management modes listed above, <br /> waste reduction is the preferred management approach. <br /> The main objectives of the CHWMP include describing waste minimization <br /> and source reduction strategies; developing programs for more <br /> PJ9 9390502D.00D 2-1 Rev. 1 11/08/88 <br />
