effective management of hazardous wastes generated by households and <br /> small quantity generators; providing emergency response programs that <br /> will adequately address the threats posed by hazardous waste acci - <br /> dents; ensuring safe transportation, storage, treatment, and ultimate <br /> disposal of wastes being generated both within the County and by <br /> neighboring Counties; providing a planning process to site new treat- <br /> ment, storage, or disposal facilities (TSOFs) and allow for expansion <br /> of existing facilities; and providing the enforcement activities <br /> pertinent to the above objectives. <br /> With respect to waste minimization, there is a definite need for <br /> improved source reduction and recycling programs. Currently, few <br /> generators utilize waste reduction practices, although , the Hazardous <br /> and Solid Waste Amendments (HSWA) of 1984 require that each generator <br /> certify that a waste reduction program is in place. Few generators <br /> have implemented techniques that would actually reduce treatment and <br /> disposal costs and the liabilities created by hazardous waste genera- <br /> tion and disposal . <br /> The CHWMPs second objective, more effective management of household <br /> and small business hazardous wastes, can be accomplished by providing <br /> assistance programs to both generator categories and assessing what <br /> waste reduction procedures can be implemented. This objective could <br /> be met in part by a public education program that provides information <br /> on the proper disposal of household hazardous wastes and describes the <br /> availability of collection centers. <br /> In terms of emergency response, a County Emergency Response Program <br /> already exists that provides technical oversight in all emergency <br /> situations (fires, poisoning, hazardous materials incidents etc) . In <br /> addition, AB 2185 (later amended by AB 21 7) requires local agencies <br /> and individual generators to prepare and carry out emergency response <br /> plans in the event of hazardous materials accidents. Businesses <br /> (except agricultural producers) that handle 2500 pounds of hazardous <br /> materials at any one time must file "business plans.
