2.0 REGULATORY CONSIDERATIONS <br />The governing regulatory agencies for the site and the applicable permits for site <br />development and operation are described below. <br />This Report of Waste Discharge (ROWD) has been prepared in accordance with <br />the requirements outlined in Article 9. Compliance Procedures, Subchapter 15, <br />Title 23 of the CCR. This ROWD addresses all applicable requirements of re- <br />vised Subchapter 15 and anticipated provisions of the new WDRs. <br />2.2 SAN JOAQUIN COUNTY <br />The proposed North County Sanitary Landfill is recognized as a waste disposal <br />site in the pertinent county plans. <br />2.2.1 General Plan <br />The NCSL is included in and consistent with the San Joaquin County General <br />Plan amendments which were recertified by the Board of Supervisors on July 13, <br />1989. The Land Use/Circulation element of the San Joaquin County General <br />Plan contains specific guidelines and restrictions regarding development of <br />agricultural land. The Land/Use Circulation Element, Noise Hazards Principle 3 <br />states the following: <br />Industrial areas and commercial uses shall be recognized as po- <br />tential noises generators and shall be regulated and/or located so <br />as to be permanently buffered from land uses which need quieter <br />noise environments. (San Joaquin County Department of Planning <br />and Building Inspection, 1976). <br />To mitigate the impacts of noise, the site is located in a rural, low-density popula- <br />tion area. In addition, noise levels from on-site equipment will be controlled by <br />proper maintenance of mufflers and by constructing a berm 100 feet back the <br />property line to act as a permanent noise buffer for surrounding land uses. <br />PJ9 9390218A.00W 11 Rev. 0 July 20, 1989 <br />
