2.2.2 Solid Waste Management Plan <br />The proposed NCSL is consistent with the San Joaquin County Solid Waste <br />Management Plan (CoSWMP) <br />Procurement, development and opening of a new North County <br />landfill to follow harney Lane closure is called for in Item 13. This <br />activity is expected to extend over a period of up to 3 years and the <br />new site must be ready to begin operations by January of 1991. <br />This is a major activity and certain actions have already been taken <br />relative to procurement of a replacement landfill operational by <br />January 1991, the tasks shown in Table 11-2 must be completed by <br />the times indicated. (p. 11-8 and 11-9) <br />2.3 PERMITS AND RELATED DOCUMENTS <br />Permits for the North County Sanitary Landfill are in the process of being ob- <br />tained and will be submitted when they become available. An Environmental Im- <br />pact Report (EIR) was prepared by Jones and Stokes Associates, Inc. The EIR <br />recommend that a wetlands restoration plan be established to mitigate potential <br />adverse impacts. The EIR was certified on June 22, 1989 by the San Joaquin <br />County Planning Commission. It was presented with amendments to the General <br />Plan to the Board of Supervisors for recertification on July 13, 1989. <br />The County Department of Public Works will obtain the following permits for the <br />project: <br />• waste discharge requirements issued by the RWQCB <br />• a conditional use permit issued by the San Joaquin County <br />Planning Commission <br />• a solid waste facilities permit issued by the San Joaquin Local <br />Health District and the CWMB <br />• authority to construct, Rule 426 issued by the San Joaquin Local Air <br />Pollution Control District (SJLAPCD) <br />• permit to operate, Rule 207 issued by the SJLAPCD <br />0 <br />PJ9 9390218A.00W 12 Rev. 0 July 20, 1989 <br />
