3.1 SPECIAL WASTES <br />Pursuant to Title 23, Chapter 3, Subchapter 15 of the CCR, Class III sites are <br />designated exclusively for nonhazardous solid wastes defined as follows: <br />Any putrescible or nonputrescible solid, semisolid or liquid waste, <br />including garbage, trash, refuse, paper, rubbish, ash, industrial <br />wastes, demolition or construction wastes, abandoned vehicles and <br />parts thereof, discarded home or industrial appliances, manure, <br />vegetable or animal solid or semisolid waste and other discarded <br />solid wastes. <br />The site's Class III designation excludes acceptance of hazardous wastes. A <br />hazardous waste screening program will be implemented at the site to minimize <br />the potential for unacceptable wastes to enter the landfill (see Section 6.11). <br />This program is modelled after the existing program at the Harney Lane Landfill <br />and included as Appendix D. <br />Any designated or infectiouswaste received at the landfill will be intercepted and <br />sent to Forword, Inc., a Class II facility in the county. <br />3.2 WASTE DECOMPOSITION <br />Since municipal refuse is a heterogeneous mixture with widely varying compo- <br />nents and water content, it is not possible to accurately predict waste decompo- <br />sition products, or the time necessary for complete decomposition of refuse at the <br />site. In general, solid wastes deposited in a landfill degrade biologically and <br />chemically to produce solid, liquid, and gaseous products. This degradation also <br />causes the landfill surface to settle approximately 15 to 25 percent of the initial <br />refuse depth. Biological activity within a landfill generally follows a set pattern. <br />Solid waste initially decomposes aerobically, but as the oxygen supply is ex- <br />hausted, facultative and anaerobic microorganisms predominate, and produce <br />methane gas. Characteristic products of aerobic waste decomposition are car- <br />bon dioxide, Water, and nitrogen.
