5.0 OPERATING PROVISIONS <br />5.1 CONTROL OF INCOMING WASTES <br />In response to the hazards posed by indiscriminate disposal of prohib- <br />ited wastes at solid waste landfills, the California Regional Water <br />Quality Control Board (RWQCB) has included in Subchapter 15 the <br />requirement for a load -checking program. The intent of such a program <br />is to discourage the improper disposal of prohibited wastes. <br />The waste acceptance program at the replacement site for the Harney <br />Lane Sanitary Landfill will be designed to prevent, to the extent <br />possible, the acceptance of prohibited wastes into the landfill's <br />waste stream. Specific elements of the program will include <br />• Notifying customers, by various methods, of applicable <br />policies and procedures <br />• Providing a load -checking program for incoming wastes <br />• Specifying methods for determining the acceptability of <br />wastes <br />• Describing other measures to deter the disposal of pro- <br />hibited wastes <br />5.2 LANDFILLING PROCEDURES <br />The landfill will be constructed by the ramp -area method.. Refuse fill <br />will be placed in lifts averaging 10 feet thick, with perimeter slopes <br />of 3:1 (horizontal to vertical) or flatter. Refuse will be spread and <br />compacted in layers approximately 2 feet thick on a sloped working <br />face. Except for the initial lift in each landfill module, wastes <br />will be deposited at the base of the working face, spread up the face, <br />and compacted. The compaction equipment will traverse the entire <br />length of the working face and make several passes over each refuse <br />layer so that all waste is adequately compacted.
