5.0 OPERATING PROVISIONS
5.1 CONTROL OF INCOMING WASTES
In response to the hazards posed by indiscriminate disposal of prohib-
ited wastes at solid waste landfills, the California Regional Water
Quality Control Board (RWQCB) has included in Subchapter 15 the
requirement for a load -checking program. The intent of such a program
is to discourage the improper disposal of prohibited wastes.
The waste acceptance program at the replacement site for the Harney
Lane Sanitary Landfill will be designed to prevent, to the extent
possible, the acceptance of prohibited wastes into the landfill's
waste stream. Specific elements of the program will include
• Notifying customers, by various methods, of applicable
policies and procedures
• Providing a load -checking program for incoming wastes
• Specifying methods for determining the acceptability of
wastes
• Describing other measures to deter the disposal of pro-
hibited wastes
5.2 LANDFILLING PROCEDURES
The landfill will be constructed by the ramp -area method.. Refuse fill
will be placed in lifts averaging 10 feet thick, with perimeter slopes
of 3:1 (horizontal to vertical) or flatter. Refuse will be spread and
compacted in layers approximately 2 feet thick on a sloped working
face. Except for the initial lift in each landfill module, wastes
will be deposited at the base of the working face, spread up the face,
and compacted. The compaction equipment will traverse the entire
length of the working face and make several passes over each refuse
layer so that all waste is adequately compacted. Large or bulky
wastes will be separated to prevent bridging of the surrounding
PJ9 9390209A.00D 23
