midday covering of especially odorous waste loads, etc.) will be considered if <br />temporary odor problems develop. <br />6.8.3 Litter <br />Litter will be controlled by installing temporary fences downwind of the working <br />face and a permanent fence along the entire site perimeter. The fencing, opera- <br />tional area, and the site in general will be policed regularly for accumulated litter. <br />Litter along public roads leading to the site will be minimized by the existing <br />county policy that requires tarps to be placed over open loads. Litter will also be <br />cleaned up periodically along public road leading to the site. <br />6.8.4 Dust <br />Any dust from site operations will be controlled by watering haul roads, applying <br />a fine spray on soil cover work areas when conditions might create excessive <br />dust, planting temporary vegetation on intermediate soil cover, and planting and <br />maintaining vegetation on completed fill and excavation slopes. Access roads <br />will be paved to the vicinity of active fill areas. The general public unloading area <br />will reduce dust. <br />6.8.5 Vector Control <br />No current pest or rodent problems are apparent near the proposed site. The <br />following control measures will be taken to prevent a problem from arising: <br />• Waste will be.compacted into thin layers to form cells about 10 -feet - <br />thick. The top of each cell and the advancing face of the landfill will <br />be covered daily with a minimum 6 -inch -thick soil cover. When ad- <br />ditional waste materials will not be placed over the surface within <br />180 days, the top and side slopes of the advancing lift will receive <br />additional cover to provide a minimum 12 -inch -thick intermediate <br />soil cover. <br />- Site personnel will frequently inspect the site for any signs of vector <br />activity.
