The San Joaquin County Local Health District will regularly inspect
the site to ensure that control measures are effective.
No pest or rodent problems are known to have occurred at the existing Harney
Lane Sanitary Landfill.
6.8.6 Fire Protection
Landfill equipment and vehicles will be protected from fire by removing debris
and dust from undercarriages and engine compartments daily and checking for
and repairing oil leaks. The gate house, maintenance shop, and equipment will
be equipped with suitable fire extinguishers for any minor fires that may occur.
Any fire on the landfill will be extinguished by landfill personnel using stockpiled
soil cover and, if needed, by using an on-site water truck fitted for fire fighting.
6.9 SITE INSPECTION AND MAINTENANCE
Surface drainage facilities, final soil cover areas, and on-site access roads will be
inspected routinely, and at least weekly during high-intensity rainfall periods. Any
necessary repairs will be made as soon as possible. Temporary berms, ditches,
and straw mulch will be used as needed to prevent further erosion to damaged
soil cover areas until weather conditions permit replacement of eroded soil.
Sealing cracks caused by settlement in the intermediate or final cover and re-
pairing erosion damage from extremely heavy rainfall will be a primary concern of
the maintenance program. Such action, to be undertaken as part of routine site
operations, should prevent problems associated with leachate generation from
surface water infiltration, gas venting through cracks or eroded cover, and insects
and rodents that could be attracted by exposed refuse.
6.10 MONITORING ACTIVITIES
Monitoring for ground -water quality and landfill gas will be performed as an inte-
gral part of site operations.
PJ9 9390218A.00W 58 Rev. 0 July 20, 1989
