F3 <br />6.10.3 Leachate Monitoring <br />The LCRS design will include leachate collection sumps. Any leachate collected <br />from these sumps will be periodically sampled and analyzed, and handled in ac- <br />cordance with a leachate monitoring program which will be developed in coordi- <br />nation with the RWQCB. <br />The following proposed plan is modelled after the existing San Joaquin County <br />Load Checking Program designed in accordance with revised Subchapter 15, <br />Chapter 3, Title 23 of the California Code of Regulations. The proposed program <br />is included in Appendix D. The intent of the load checking program is to discover <br />and discourage attempts to dispose of hazardous waste at NCSL. <br />The program is aimed at finding prohibited waste before it is disposed of and <br />having the customer remove it from the site and dispose of it at an appropriate <br />facility. <br />Signs clearly stating that hazardous wastes, including flammable liquids, pesti- <br />cides, acids, caustics, poisons, and waste chemicals are not accepted at the site <br />will be posted near the site entrance. In addition, all site personnel will be trained <br />and directed to identify potentially harmful wastes that may be delivered to the <br />site. These personnel include supervisors, refuse workers, and equipment oper- <br />ators. One refuse worker will be designated as the load checker during each <br />shift. Special caution will be taken with customers who had previously attempted <br />to deliver hazardous wastes to the site. Precautionary measures will include - <br />• questioning the vehicle driver concerning the contents of the load <br />• visually inspecting the load before discharging <br />• keeping additional records (vehicle number and name of the hauler) <br />• making an effort to observe the wastes discharge from such source <br />at the site's working face <br />PJ9 9390218A.00W 63 Rev. 0 July 20, 1989 <br />
