VI. Existing Disposal System Including Capacity, Design Life, and <br /> Regulatory Status: <br /> The County-owned landfills serving the County <br /> unincorporated area include the North County Recycling Center <br /> and Sanitary Landfill in the northern part of the County, the <br /> Foothill Sanitary Landfill in the central area, and the Corral <br /> Hollow Sanitary Landfill in the southern portion of the <br /> County. The Lovelace Transfer Station serves the central <br /> area, and its transfer trucks use the Foothill Landfill. <br /> The North County Recycling Center and Sanitary Landfill <br /> is a Class III landfill operated by the County in accordance <br /> with Solid Waste Facility Permit Number 39-AA-0022 issued by <br /> the San Joaquin Local Health District and Waste Discharge <br /> Requirement Order Number 91-021, issued by the California <br /> Regional Water Quality Control Board, Central Valley Region. <br /> The landfill consists of a 320-acre parcel, of which 185 acres <br /> are permitted for landfill operations. The landfill began <br /> accepting refuse in the summer of 1991 and has an estimated <br /> life of 43 years. This site replaced the Harney Lane Landfill ' <br /> which closed in October of 1991 after operating since mid <br /> 1940's. This site also contains a public drop-off facility <br /> where the self hauled loads are dumped in a building on a <br /> tipping floor. This waste is then sorted to remove recyclable <br /> materials. <br /> The Foothill Landfill, also a Class III facility, <br /> located in the east-central part of the County, was acquired <br /> by the County in 1989. It is approximately 800 acres in size, <br /> and 85 acres have been filled to date. The landfill has been <br /> a refuse disposal site for approximately 25 years and it <br /> should be in operation for another 50 years, depending on the <br /> disposition of other landfills in the County, and taking into <br /> account the effects of AB 939. <br /> Foothill Sanitary Landfill Inc. operates the site under <br /> Chapter 1 - Introduction 8 <br />
