approximately 17.6 million cy of airspace remained. Daily and intermediate soil cover requires
approximately 20% of in-place volume. The net remaining capacity (total airspace minus daily
cover soil) is 14.7 million cy.
A breakdown of fill volumes and sequencing are shown in Table 4.
4.4 SITE LIFE ESTIMATES
Based on a waste rate of approximately 400 tons per day in 2004 with an approximate rate of
increase of 3% per year (see Table 4) and a compaction rate of 1,100 pounds per cy the landfill
should reach capacity in approximately 2037. This estimate is based on the present height limit
of 190 ft. MSL established by the County; however, the County intends to seek an increase in
that limit (See Section 6.3.2).
4.5 SOIL AVAILABILITY
Total daily and intermediate cover needs, based on the waste quantities above, are estimated to
be 2.9 million cy. This is based on the approximation that daily and intermediate cover needs are
20%by volume of in-place waste. With the implementation of the use of alternative daily cover
soil to waste ratio should decrease in the future. The current sources of daily cover are on-site
excavation in future cells. The County excavates in the cell adjacent to the active cell.
The on-site sources of cover from excavation of the future cells are estimated to be
approximately 8.3 million cy (this does not include the existing stockpiled soil). This would
provide an abundance of soil cover. No imported fill will be required for the use of daily or
intermediate cover.
Currently soil is stockpiled in the areas shown on Plate 2. As these cells are excavated the
stockpiled location will move to the property (owned by the County) located just west of the
landfill site. Due to the abundance of borrow soil, the County is currently selling excess soil.
North County RC&SL Page 16 of 48 Public Works/Solid Waste
JTD County of San Joaquin—November 30,2004
