4 WASTE MANAGEMENT UNIT CHARACTERISTICS, SITING,AND DESIGN <br /> STANDARDS <br /> 4.1 SUPPORT CLASSIFICATION <br /> The landfill will be designed in accordance with Title 27 and Subtitle D regulations. Each new <br /> cell will meet the requirements for siting, seismicity, and design and construction. The existing <br /> facility that was designed prior to the 1997 was designed to meet Title 14 Regulations. All <br /> subsequent cells will meet Title 27 Regulations or the requirements that are in effect at the time <br /> of construction. <br /> This section addresses those items that the CIWMB and SVVRCB specifically noted should be <br /> included in the Joint Technical Document. Therefore, the siting criteria included in this report is <br /> not intended to be all inclusive of the Title 27 requirements that will be addressed in future <br /> designs of waste management unit cells. <br /> 4.2 AIRPORT <br /> The landfill is located greater than 5 miles from the nearest airport. Title 27 CCR and Subtitle D <br /> of the federal regulations have requirements for siting new landfills near airports. In addition, <br /> existing landfills must demonstrate that the units are designed and operated so that the units do <br /> not pose a bird hazard to aircraft (see Landfill Operations, Chapter 7): There are provisions in <br /> the regulations for mitigation of birds to allow aircraft operation at closer distances. <br /> Since the landfill is not sited within a five-mile radius of any airport runway the FAA or other <br /> airport officials were not notified of new landfill unit(s). <br /> Further discussion on the landfill's operations in regard to environmental controls is discussed in <br /> Chapter 7. <br /> 4.3 VOLUMETRIC CAPACITY <br /> The current permitted total airspace of the landfill is approximately 20.9 million cubic yards (cy) <br /> based on a maximum height restriction of 190 ft.
