4 WASTE MANAGEMENT UNIT CHARACTERISTICS, SITING,AND DESIGN
STANDARDS
4.1 SUPPORT CLASSIFICATION
The landfill will be designed in accordance with Title 27 and Subtitle D regulations. Each new
cell will meet the requirements for siting, seismicity, and design and construction. The existing
facility that was designed prior to the 1997 was designed to meet Title 14 Regulations. All
subsequent cells will meet Title 27 Regulations or the requirements that are in effect at the time
of construction.
This section addresses those items that the CIWMB and SVVRCB specifically noted should be
included in the Joint Technical Document. Therefore, the siting criteria included in this report is
not intended to be all inclusive of the Title 27 requirements that will be addressed in future
designs of waste management unit cells.
4.2 AIRPORT
The landfill is located greater than 5 miles from the nearest airport. Title 27 CCR and Subtitle D
of the federal regulations have requirements for siting new landfills near airports. In addition,
existing landfills must demonstrate that the units are designed and operated so that the units do
not pose a bird hazard to aircraft (see Landfill Operations, Chapter 7): There are provisions in
the regulations for mitigation of birds to allow aircraft operation at closer distances.
Since the landfill is not sited within a five-mile radius of any airport runway the FAA or other
airport officials were not notified of new landfill unit(s).
Further discussion on the landfill's operations in regard to environmental controls is discussed in
Chapter 7.
4.3 VOLUMETRIC CAPACITY
The current permitted total airspace of the landfill is approximately 20.9 million cubic yards (cy)
based on a maximum height restriction of 190 ft. MSL (see Section 6.3.2 ). As of August 2004,
North County RC&SL Page 15 of 48 Public Works/Solid Waste
JTD County of San Joaquin—November 30,2004
