The drainage features described in the Site Development Plans (SDP) (see Appendix C) were
sized using a peak flow from a 100-year 24-hour storm event. The SDP includes 12-foot wide
drainage channels along the landfill perimeter to handle storm water runoff from the landfill. In
conformance with the SDP, a portion of the landfill's west perimeter channel will be developed
in the pre-module excavation project for flow along the west edge of the module. The
destination of the storm water depends on the location of the storm water and the development
state of the module at that time.
Currently, the new storm water basin south of Module 4 is sized to accommodate contributory
runoff into and from Module 4. This basin is an essential part of storm water management in the
initial and intermediate fill phases.
A storm water pump removes accumulating water from the storm water basin, as needed, to
prevent basin overflow into the module. This pump delivers the water to the Sedimentation
Basin No. 1 through aboveground temporary pipe or by other means as may be devised by the
operator.
The following facilities have been or will be designed to accommodate a 100-year 24-hour storm
event:
• Off-site drainage entering the site
• On-site drainage structures
® Detention basin(s)
5.2.6 Wind Rose
Wind direction, velocity, and percentage of time in the indicated direction for Stockton is shown
on Plate 9. The source of data was from the Department of Water Resources, Wind in
California, Bulletin No. 185, January 1978. In addition, this data was verified by checking more
recent data from the Western Regional Climate Center. The closest station to the site was the
Stockton Airport. The mean annual wind speed is 8.3 miles per hour in a westerly direction.
Monthly predominant wind direction varied between southeast in January, February, and
December and west during the remaining months.
North County RC&SL Page 19 of 48 Public Works/Solid Waste
JTD County of San Joaquin—November 30,2004
