6 FACILITIES CONSTRUCTION AND DESIGN <br /> 6.1 SITE PLAN <br /> The site plan delineating the landfill property boundary and footprint of the landfill is shown on <br /> Plate 2. This plan displays closed areas as well as future fill areas. <br /> 6.2 INTRODUCTION <br /> San Joaquin County submits engineering designs and plans for each unit to the regulatory <br /> agencies for their review and approval prior to construction. The design of each new cell <br /> complies with Title 27 and Subtitle D construction and design standards. Detailed procedures <br /> for construction are presented in the construction drawings and specifications developed for each <br /> cell. Likewise, a detailed description of the quality control and quality assurance procedures that <br /> will be employed during final cover construction is provided in the CQA plan included with the <br /> cell design. <br /> 6.3 DESIGN PLANS <br /> 6.3.1 Previous Designs <br /> • Modules 1 and 2 were constructed as a single module in 1991. This module is provided <br /> with a 60-mil HDPE liner installed over a 6-inch (minimum) thick layer of compacted <br /> native soil. The side slopes are provided with a non-woven geofabric over HDPE liner. <br /> The base is provided with a geonet drainage layer for the collection of leachate. An <br /> operations soil layer, not less than 2 feet thick, was placed on the side-slopes and base <br /> prior to the placement of refuse. Leachate drains through the geonet to shallow gravel- <br /> filled "V" ditches which drain the leachate through pipes out a sump at the south east <br /> corner of Module 2. <br /> • Module 3 was constructed in 1995. The base of this module is covered with a composite <br /> liner consisting of a geosynthetic liner (GCL) under a 60 mil HDPE membrane. The <br /> GCL extends under the HDPE approximately 6 feet up the side-slopes. The side sloes are <br /> protected by 80 mil HDPE over a minimum 6-inch layer of compacted soil.
