prevent surface erosion, control and intercept run-on, and take into account planned final
designs.
• Seismic Design
The units will be designed to withstand the maximum probable earthquake without
damage to the structures that control leachate, storm water, erosion, or gas.
• Maximum Height
The maximum height of the refuse fill was previously established by the County at 65
feet above "surrounding grade" (Report of Waste Discharge, San Joaquin County, July
1989). Surrounding grade is assumed to be the highest original elevation within the
footprint of the landfill when originally permitted: 125 ft MSL; therefore, the original
permitted height limit established by the County is 190 ft. MSL.
The County will seek to raise the permitted height limit to an elevation of at least 258 ft
MSL, subject to regulatory approval, satisfactory slope stability analysis and other
relevant design issues. This has an impact on the Preliminary Closure/Post Closure
Maintenance Plan which will be revised based on the final height.
6.4 CONSTRUCTION SEQUENCING PLANS
6.4.1 Excavation/Stockpiling Plans
During the design of each module, an excavation plan and a stockpile plan is developed.
Excavation plans include the earthwork slopes and base grades, liner limits, LCRS systems,
perimeter berms, haul ramps, drainage ditches and storm water basins, and locations of ancillary
facilities. The stockpile plans show the grading contours for temporary placement of the surplus
soils excavated from the modules will be placed.
The current stockpile location is shown on the Site Plan(Plate 2).
6.4.2 Base Preparation/Liner Placement Plans
Each module is separately designed and submitted for approval based on the requirements of the
state regulations and current permit (Waste Discharge Requirements) at the time of submittal.
North County RC&SL Page 28 of 48 Public Works/Solid Waste
JTD County of San Joaquin—November 30,2004
