7.1.12 Emergency Contact List
The following individuals should be contacted in case of emergency at the NCRC&SL:
ADMINISTRATION 24-HOUR NUMBER
Annette Borges, Integrated Waste Manager (209) 468-3000
Michael Carroll,Engineer V (209) 468-3000
OPERATIONS 24-HOUR NUMBER
Jaime L. Landfill
operations proceed in numerical order by module. Excavation proceeds one module ahead of
refuse fill.
The modules are being filled by the ramp-area method. Waste is placed on a sloped surface in
compacted lifts. Refuse is placed in lifts of 6 to 12 feet thick, with perimeter slopes vertical to
horizontal ratio of 3:1 or less. Refuse is spread and compacted in layers of two feet thick on a
sloped working face approximately 100 feet x 90 feet in size. Large and bulky wastes are
separated to prevent bridging of the surrounding refuse, placed in the lower portion of the
advancing lift, and crushed by compacting equipment. Temporary soil berms are constructed
where needed to intercept and divert surface runoff water away from the working face.
The procedures for dumping municipal solid waste include vehicles entering north through the
gates to the scale house. After entering the site vehicles follow signs either toward the landfill or
the recycling center. Plates 15A through 15D show the traffic flow for the various haulers who
enter the site. After each vehicle unloads they proceed back to the scale house to weigh and pay.
After waste is deposited at the active face, it is moved by dozers and compactors to its final
resting spot. The compactors spread and compact the wastes by making repeated passes over an
North County RC&SL Page 36 of 48 Public Works/Solid Waste
JTD County of San Joaquin—November 30,2004
